CLEANLINESS OF THE TOWN: Mr Steve Quartermain,
Director of Planning and Environmental Services and
Mr Mike Kneebone, Operational Services Manager, Hambleton
District Council were present. Mr John Laity, Chairman
of Bedale Chamber of Trade was also in attendance. A
paper detailing such areas of concern as street cleaning,
pigeons, weeds, loose cobbles, the recycling centre
and the public conveniences was circulated at the meeting.
Street Cleaning: In response to members' concerns
Mr Quartermain explained that, due to a shift in resources
it had not been possible to maintain the improvement
in general standards of cleanliness achieved since the
site visit in June. Mr Kneebone advised that monitoring
had been increased and a new street sweeper had been
appointed. Hambleton District Council is willing to
liaise with the Town Council and police to effect the
cleaning of the cobbled areas at North End and in the
Market Place, as well as the parking bay at South End.
The areas beyond the town centre would also be attended
to. Hambleton District Council is to undertake a review
of street cleaning between March and November 2003.
A forum to help determine the scope of the street cleaning
review will convene in February 2003. Representatives
from town and parish councils, and chambers of trade
will be invited to attend.
Pigeons: Mr Quartermain and Mr Kneebone were
in favour of property owners affixing netting to their
roofs as the most effective way of controlling these
birds. The Town Clerk was to contact Thorp Perrow Arboretum
for their assistance. Hambleton District Council would
clean up the pigeon droppings from the pavements on
the days when the street cleaner was at work.
Weeds: Mr Mike Woodford of North Yorkshire County
Council had confirmed that the weeds had recently been
sprayed and that the situation would be monitored.
Loose Cobbles: Mr Quartermain advised that the
cobbled area between Mills the Chemist and the Tourist
Information Centre is regularly inspected. Some patching
had been carried out on 7 November 2002. North Yorkshire
County Council will carry out minor cobble repairs to
small failed areas. Repairs to the large area opposite
Bedale Hall at North End is subject to a funding bid
for 2003/2004.
Recycling Centre: Jennifer Lowes, Recycling
Officer, Hambleton District Council has confirmed that
the various banks will be moved to the car park behind
the Auction Mart on 13 November 2002.
Public Conveniences: Mr Quartermain explained
that the refurbishment of the public conveniences would
be funded from the budget, not from capital funds as
for Thirsk. Work would begin after Christmas 2002. A
new cleaner was to be appointed. Mr M W Darwin's comments
on the condition of the toilets were brought to the
attention of the meeting. According to Mr Quartermain
the Bedale toilets had been graded 3 star, on a scale
of 0-5, in the Loo of the Year Award. P C Podd suggested
that the low wall that had originally enclosed the recycling
centre, be taken down, in order to discourage youths
form congregating there.
The Mayor thanked Mr Quartermain and Mr Kneebone for
attending the Meeting and hoped to invite them back
again in six months time.

MINUTES
OF PREVIOUS MEETING: The following
amendments were made: 185.2002: substitute Bedale Rural
District Council for Hambleton District Council. 196.2002
3: Mrs Teasdale's Christian name is Joan. Having been
circulated and amended it was proposed by Councillor Dunning
and seconded by Councillor Barningham that the Minutes
of the Meeting held 14 October 2002 be signed as a true
record. The Mayor signed the Minutes.

POLICE
REPORT: Apologies from Sergeant Geoff Bush were received.
P C Laurence Podd was in attendance. The police review
of manning levels had not yet been completed. P C Podd
will liaise with Councillor Young over volunteer recruitment
for police stations. The police had no knowledge that
drag racing had been taking place in Bedale Park. Investigations
into the damage caused to the telephone kiosks were continuing.
Between August and November 2002 approximately 5 crimes
per month had been reported in Bedale. Reports of nuisance
caused by skateboarders had decreased in number. Members
informed P C Podd that youths were congregating in the
porch of St Gregory's Church. There was concern at the
vandalism to the churchyard and the disappearance of seats.
The rubbish for the bonfire had been dispersed over a
wider area than usual in the park by young children. Councillor
Heddon was grateful to the police for stopping the traffic
to allow the parade on Remembrance Sunday to proceed but
it would be much appreciated if the police would also
halt the traffic at 11 a.m. for five minutes while the
roll call was read out. P C Podd was asked to comment
at the Meeting in December on recent press reports that
police officers were to swap the desk for the beat.

CONVERSION
OF GARAGES, BEDALE HALL: Mr Martyn Richards, Head
of Legal Services, Hambleton District Council has advised
that the Cabinet has agreed in principle to the lease
of the additional land adjoining the garage at Bedale
Hall. Mr Frank Gibbon of Eccles Heddon has supplied a
draft copy of the amended lease. Signatories from Aiskew
Parish Council and Bedale Town Council are required. The
land to the north of the garages is not subject to any
restrictive covenant under the terms of the conveyance
dated 21 March 1952 between I M Campbell and Rev. De La
Poer Beresford-Peirse (1) and the Bedale Rural District
Council (2). Councillor Barningham reported that the Architect
will re draw the plans to prevent encroachment on land
owned by Herdwise UK, and that the Quantity Surveyor has
been instructed to cost the project. An exhibition of
the plans will be held in Bedale Hall on Saturday 30 November
2002.

REFURBISHMENT
WORK TO THE WAR MEMORIAL: Councillor Heddon reported
that Mr Green had cleaned the war memorial in time for
Remembrance Sunday and will refurbish the lettering in
the spring. An additional cost of £270 had been
submitted, of which Bedale Town Council's share would
be £148.50. It was resolved that this be paid. (proposed
by Councillor Dunning, seconded by Councillor Young)

BEDALE PARK AND PLAY AREA:
Damaged frog springer: Record Play Equipment
Ltd had submitted a quote of £1,070.00 for the
removal of the damaged item and replacement with a polyethylene
spring aeroplane. It was resolved that the quote be
accepted, the cost to be offset by an insurance claim.
(proposed by Councillor Shinkfield, seconded by Councillor
Barningham) Councillor Dunning and Heddon to decide
on the design of the springer from a selection of aeroplane,
elephant or puppy.
Engineering Inspection: Mr Ian Black of Zurich
had completed the annual inspection of the play area
and submitted his report. A site meeting had been arranged
for Tuesday 12 November 2002 between Mr Black, Mr Roger
Wilson of Playpoint and the Town Clerk to discuss the
report's recommendations.

SOUTHFIELDS OPEN SPACE: A site
meeting to inspect the dismantled equipment and the
open space had taken place on 16 October 2002. Mr Sean
Harrington, Sales Manager, Creative Play, the Mayor,
Town Clerk and Mr Andrew Wilkinson had attended. Mr
Harrington had subsequently submitted a playground proposal.
Members were in favour of consulting with the community
and acquiring other proposals. The play equipment at
Reeth was recommended and the Town Clerk was to contact
Mr James Kendall for details. A working party comprising
Councillors Dunning and Young was formed.

COMMUNITY
INVESTMENT PROSPECTUS: Councillor Barningham reported
that final consultations on the actions arising from the
Community Investment Prospectus were being completed.
Crakehall, Well and Snape Parish Councils were drafting
Parish Plans.

CHRISTMAS
TREE, FUN DAY, SWITCH ON OF CHRISTMAS LIGHTS: The
Christmas Tree is to be delivered and installed as arranged.
The Bedale Chamber of Trade had confirmed that it would
pay the additional premium relating to the Fun Day events.
Mr Andy Anderton of A & S Lighting had submitted a
quote of £4,500.00 to hang and take down the festive
lighting in Bedale. The Town Council was unable to accept
the quote this year but was grateful to Mr Anderton for
the advice he had offered. Members were made aware that
the concrete lamppost was not designed to withstand any
additional attachments, including the banner. Councillor
Megson welcomed donations of mince pies for the Switch
On.

NEWSLETTER:
Mr Curly Hirst of Bedale Parochial Church Council had
printed 1,500 newsletters for £45.00. It was agreed
that this be paid. The Scouts were willing to deliver
the newsletters to every address in Bedale. Spare copies
to be given to Nattrass's of Bedale. Councillor Young
to organise. It was resolved to donate £50.00 to

CAR
BOOT SALES 2003: The sub committee had met on 4 November
2002 and drawn up a list of dates for 2003 and corresponding
allocations. The definition of the word 'Local' in Condition
1 was open to debate and is to be finalised at the Meeting
in December. It was resolved to accept the dates given
under the rules. (proposed by Councillor Weighell, seconded
by Councillor Shinkfield)

BUDGET 2003/2004:
Papers setting out the estimated receipts and payments
for year ended 31.03.03 and the draft budget for 2003/2004
were presented at the meeting, for further discussion
at the Meeting in December. A Working Party comprising
the Mayor, Councillor Shinkfield and the Town Clerk is
to meet to prepare a final budget proposal.

Signage to Bedale Tourist Information Centre:
Mr David Shields, Tourism Manager, Hambleton District
Council has advised that funding for an improved
tourism signage scheme for Bedale is being sought,
as are monies for the re-location of the Tourist
Information Centre to a more central location in
the Market Place. This has been identified in the
Community Investment Prospectus. In the event of
these bids being unsuccessful, money has been allocated
to provide more directional signage to the existing
location.

by Dales-care: The footpath requires sweeping.

Bonfire:
Material from the bonfire had been spread round
Bedale Park. An alternative to a bonfire was to
light a beacon. Councillor Weighell reported that
the beacon was on loan to Crakehall Parish Council.

Chains
and Posts: Problems with securing the chains
in Bedale Park had been identified. Consideration
of installing additional posts to narrow the gaps
and the provision of a drop down post to allow access
is to be made at the next meeting.

Bedale
750 Seat for Bedale Play Park: To be installed
next to the existing seat between the two gates.

Chairmen's
Boards: The wording on the Boards to be amended
to identify the Mayors of Bedale. To be discussed
